BENEFITS TECHNICIAN This position is responsible for gathering information and providing assistance to applicants for Social Security Benefits, Medicaid, Medicare, VA benefits, and other benefits applicable to the individuals served. Must keep abreast of rules and regulations pertaining to Medicaid, Medicare, Social Security Benefits, Veterans Benefits, annuities, policies on payments for Persons served, and other benefit and entitlement programs must be maintained. Conducts required face-to-face and telephone interviews of individuals, parents, legal representatives or provider of services for the purpose of determining financial liability for services provided. Travels to Persons’ homes for the purpose of conducting financial interviews as necessary to obtain required information and explain the benefit application process. Maintains insurance eligibility and benefit records and related electronic and hard copy files. Responsibilities: Contacts Persons served, parents/legal representatives, Supports Coordinators, foster parents, home managers, provider corporations, and other agencies and individuals to obtain facts and information necessary to facilitate applications for various financial benefits for which a Person may be qualified. Obtains required information and processes “ Ability to Pay” and “ Financial Liability” determinations. Tracks and monitors benefit eligibility to ensure the individual continues to receive those benefits to which he/she is entitled. Investigates problems involving Social Security Benefits and other programs, and works cooperatively with stakeholders and customers to facilitate resolution. Researches over- and under-payments, inappropriate deductions from benefits, cancellation of benefits and other actual or potential problems. Communicates with Persons served, parents/legal representatives, representative payees and other involved parties regarding benefits and eligibility. Act as liaison between the professional staff, providers of services, and government agencies. Provides “ back-up” for other Benefit Technicians when needed as requested by the Director of Benefits Coordination. Completes all documentations required to meet deadlines. Tracks data and maintains informational spreadsheets; maintains benefit files. Assists with special departmental projects and conducts other related duties as assigned. Qualifications and Requirements: Education: High school graduate or equivalent; relevant continuing education courses and/or training preferred. Experience: Work experience in the area of Federal and/or State regulations and guidelines pertaining to Federal and State entitlements and/or benefits. Knowledge of the Michigan Mental Health Code (Chapter VIII) and experience working in a community mental health service agency, preferred. Special Knowledge: Good judgment and ability to work independently and to prioritize responsibilities to meet work, timeliness, and productivity expectations. Demonstrated computer skills with working knowledge of Microsoft Office, Excel, Outlook, Internet and ARROW, preferred. Willingness/ability to learn and apply new processes and systems. Ability to represent the Department and the Agency in a positive manner and maintain favorable relations with internal and external contacts. Ability to comprehend government bulletins and interpret regulations and rules correctly. Ability to communicate effectively with others both verbally and in writing. Strong interpersonal and problem resolution skills. Must maintain strict confidentiality of information. Must attend required trainings on site and in the community.
